PURPOSE: To address the threat posed to the United States and its European allies by Russia’s recent incursion into Ukraine.

SUMMARY OF PROPOSED LEGISLATION: Authorizes the President to send U.S. military forces into Ukraine, subject to Ukraine’s approval, to stop Russia’s advance into the country.
